You can simply abandon or give leadership to someone else.

As long as someone is in the guild and the guild leader doesn't disband you get to keep it and if you leave a guild and join another their cape will automatically appear on you if they have one made.

Guild capes are linked to guilds, once the leader buys one the whole guild gets a cape.

So it doesn't transfer.
